Yes and no? It was really dry here early in the week--walking to and from the hospital brought that point home. But when it's warmer than that, and windy, and damp, yeah--it does seem a little colder than it should be.
I agree about the heating, but I've come to the conclusion that the amount of energy consumption in the US is what's abnormal due to abnormally low costs. Between heating, larger appliance size, running the dryer several times a week...I can't imagine what I'd be paying to heat this flat like I'd heat one in the US.
